Tender Information

1.     Tender Contents

The selected bidder will collaborate with the purchaser on various project tasks, including but not limited to:

l  Organizing a team of experts for desk research and defining research methods and plans.

l  Engaging with relevant stakeholders and asking for experts’ advice during the desk research and report-writing stages.

l  Compiling the project research reports.

 

2. Qualifications of Bidder

The Bidder shall meet the following conditions:

l  Bidder is required to be registered and hold independent legal entity status within the territory of the People's Republic of China; Not being included in the list of discredited individuals subject to enforcement or the list of major tax violation cases on the "Credit China" website (www.creditchina.gov.cn).

l  Bidder should possess relevant research experience, particularly in zoonotic diseases, public health, animal diseases, and ecological environment studies.

l  Bidder should demonstrate strong capabilities in report writing and interdisciplinary collaboration, capable of independently organizing and conducting prospective research projects and facilitating integrated research across multiple domains.

l  Bidder is required to submit detailed project plans, budgets, etc., within the specified timeframe, showcasing their capabilities and plans for project implementation; Regularly reporting project progress to the purchaser, and accepting supervision and guidance.

l  Bidder is required to provide detailed introductions of team members, including the academic backgrounds and research experiences of key researchers.

 

3. Tender Process

l  Bidders submit tender documents, including project work plans, budgets, and other related elements. The budget includes but is not limited to human resource costs, travel expenses (if applicable), conference costs (if applicable), taxes, and more.

l  The purchaser evaluates tender documents according to the bidders’ background, work plan, budget, etc., and selects suitable bidders.

l  After selecting candidate partners, the purchaser negotiates the details of the project with them.

l  Finalize partnership, sign a formal contract, and commence project implementation.

 

Confidentiality

All parties participating in the activities of tendering and bidding shall keep the secrets in the Bidding Document and the bids confidential. Any Party who violates shall be legally liable for any consequences arising therefrom.

二、招标信息

1. 采购需求：与采购方共同合作完成项目的各项任务，包括但不限于：

l  明确评估方法及计划，组织专家团队开展案头研究；

l  在案头研究阶段与相关机构、专家和从业人员进行交流，征求专家意见；

l  撰写项目评估报告。

2.     投标人资格要求：

l  投标者要求在中华人民共和国境内注册、具有独立法人资格；未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人名单、重大税收违法案件当事人名单；

l  投标者应具备相关领域的研究经验，特别是在人兽共患病、公共卫生、动物疾病和生态环境学等方面有丰富的专业知识；

l  投标者应具备较强的报告撰写能力及跨学科合作的能力，能够独立组织和实施前瞻性调研项目，实现多领域的融合研究；

l  投标者应在规定时间内提交详细的项目计划和预算等文件，展示项目开展的能力和计划；并定期向采购方汇报项目进展情况，接受采购方的监督和指导；

l  投标者应提交详细的团队成员介绍，包括主要研究人员的学术背景和研究经验。

3.     招标程序：

l  投标者提交投标书，包括项目计划和预算等内容，预算内容包含但不限于：人力成本，差旅（如有），会议（如有），税费等；

l  采购方将根据投标方团队成员学术背景与团队综合能力，项目计划书，预算合理性等标准评审投标书，选择合适的候选合作方；

l  选定候选合作方后，采购方与候选合作方就项目合作的具体细节进行协商；

l  确定最终合作方，签订正式合同，开始项目实施。

三、投标截止日期

提交投标文件截止时间：2023年09月28日 上午10点00分（北京时间）

四、保密

参与招标投标活动的各方应对招标文件和投标文件中的相关信息保密，违者应对由此造成的后果承担法律责任。
